Are permits required to fish off the beach, if so are they easy to acquire.

I just spoke with the local police and with the port authority (the police referred me to them). They confirmed you do not need a license to fish off the beach or from a boat.
Just be sure not to fish in waters where people are swimming (to avoid injuries) and don’t fish from protected public land such as archaeological sites.
