  Some of the bike hire shops do offer helmets, you have to ask, but, if you have your own, I do think it will probably safer, particularly if you have got children with you, to take your own, as I don't think that condition and compliance with safety regulations will be a priority for some of the cycle providers.
  If you got the room in your luggage, and cycle helmets aren't heavy, I think it will be more reassuring to take your own, because that way you know that they are in good condition and that that they fit well.
